Open Question: Is it customary that ongoing severance payments cease if the ex-employee is hired by another employer?

The person in question has been offered 20 weeks of severance and a lump-sum payment in exchange for releasing the former employer from all potential claims in connection with the termination of employment (characterized as "without-cause" by the former employer). It seems odd that the severance wouldn't be paid up-front and would end if the ex-employee is ultimately hired by another employer before the 20 weeks expires.
What is customary?
